1.  2010 Trail Resurfacing

Trail Seal Coating is scheduled to start July 12, 2010 depending on weather.  Residents should pay attention for trail closure signs.

2.  2010 Seal Coating Schedule Set

 

The 2010 Street Seal Coating project will begin on July 15th and end on the week of July 19, 2010 determining on weather conditions.

The 2010 Seal Coat Program is primarily located in an area that is east of Jamaica Avenue, south of 80th Street, north of East Point Douglas Road South, and west of Keats Avenue. 

Seal coating is a common preventive maintenance activity in Minnesota performed by most cities, counties, and MN/Dot districts.

The primary reason to seal coat a bituminous pavement is to protect the pavement from the deteriorating affects of sun and water.  When the pavement is exposed to sun, wind and water, the bituminous hardens, causing the pavement to become more brittle.  As a result, the pavement will crack because it is unable to bend and flex when exposed to traffic and temperature changes.   A seal coat combats this situation by providing a waterproof membrane, which not only slows down the hardening process, but also helps the pavement to shed water, preventing it from entering the gravel sub-base material.

Cars should not be parked on the streets that are being seal coated.  No parking sings will be posted 24 hours in advance of seal coating.  Please refer to map or call Public Works at 651-458-2808 with questions.

3.  2010 Pavement Management Project- River Acres District H

Description: 

The 2010 Pavement Management Project includes the following streets:

1.  Ideal Avenue So. from 110th Street So. to 113th Street So.

2.  110th Street So. from Ideal Avenue So. to Cul-de-sac

3.  113th Street So. from Ideal Avenue So. to Cul-de-sac

4.  113th Street Court So. from Ideal Avenue So. to Inman Avenue So.

5.  113th Street So. from Ideal to Avenue So. to Inman Avenue So.

6.  Inman Avenue So. from 113th Street So. to 115th Street So.

7.  115th Street So. from Inman Avenue So. to BNSF railroad crossing

8.  River Acres Road from BNSF railroad crossing to end of public right-of-way

Along with the above street improvements the following improvements will also be included as part of this report:

1.  Railroad crossing improvements where the Burlington Northern - Sante Fe tracks crosses Inman Avenue/115th Street So. (River Acres Road) to accommodate the future quiet zone.

2.  8-foot wide bituminous trail along the east side of Ideal Avenue So. from 110th Street So. to 113th Street So.

3.  Creation of a turn around area towards the west end of River Acres Road to accommodate school bus and emergency vehicles once medians are installed as part of the railroad crossing improvements.

4.  Installation of sanitary sewer and lift stations to provide City sewer service to properties served by the above referenced streets.

5.  Installation of water main to provide City water service to properties served by the above referenced streets.

The total estimated project cost for the street and storm sewer improvements is $1,710,473 and $7,807,659 for sanitary sewer and water main improvements.  The project is proposed to be funded by a combination of special assessments to benefiting properties, General Tax Levy, and City Enterprise Funds for repairs and improvements to the streets and storm sewer and entirely by special assessment to benefiting properties for sanitary sewer and water main improvements.

MAIL & GARBAGE SERVICE During the project mail will be delivered as normal to your mail boxes.  It is not anticipated that any mail boxes will need to be relocated at this time.  Garbage Service will also be provided as usual.

4.  Highway 61 Concrete Overlay

Project History :
This project was selected to receive federal stimulus funding and was advanced from the scheduled start date of 2014 to 2010.

Traffic Impacts:

The project is divided into four phases, with northbound and southbound traffic reduced to a single lane in each direction and moved to one side of Hwy 61, while the other side is being resurfaced. The ramps at Innovation Road/Keats Ave. Jamaica Ave. and 80th St. will also be closed for resurfacing. To facilitate traffic movements either Jamaica Ave. or 80th St. will be open during the construction.

Hwy 61 Resurfacing Construction Update:

Now that all the traffic has been moved onto northbound Hwy 61, work has begun on the southbound side of Hwy 61 between Hwy 10 and Innovation Rd.

 

Beginning September 1, the Innovation entrance ramp to southbound Hwy 61 will be closed to traffic as construction operations uses this ramp for paving equipment and hauling trucks.  Paving will begin at Hwy 10 and work north towards Innovation Rd . 

 

Motorists are advised to follow the posted 50 mph speed limit and watch for flaggers and heavy construction traffic. 

As you've likely noticed, motorists can now travel northbound on Hwy 95 from northbound Hwy 61.

Many of you have called to report additional delays at the temporary signal (at the River Oaks Golf Course) since traffic was switched from the southbound lanes to the northbound lanes.  The signal timing is being re-evaluated to improve traffic movements through the area.  Thanks for your input.

We have completed more than half of the paving for this project and we appreciate your patience and cooperation as we continue the construction work.
